Since you haven't brewed this yet, I might mash a little higher (152-154*) so that it's not too thin and dry, unless that's what you have in mind. True to style or not, Blue Moon is a favorite of mine...if that's really what you are looking to end up with, getting some body in there will be good for it. I might also switch to Noble hops like Saaz or Hallertau so the hop character doesn't interfere with the spices and orange...but that's just me.
I haven't had good luck using Flaked Oats in the mash when brewing a Witbier or something like an Oatmeal Stout. It seems it's really benificial to do a seperate mash for those oats or use instant oats instead. Another thing, if you want that permenant haze, add a pinch of flour towards the end of the boil.
