It should have an inner and outer foam washer and you need to twist it on tight to ensure a solid seal.

I did a similar mod, only using the bottling spigot from RebelBrewer.com

The main difference is that this spigot doesn't extend past the bottom of the Mr. Beer keg, so there is no need to rotate. I think that the dispensing rate is about the same as the bottling spigot mentioned by the OP.

Anyways, I put a single washer on the outside of the Mr. Beer Keg (spigot side). I think this will provide a better steal than placing the washer inside the keg. FWIW, it shasn't leaked yet and I seriously doubt it will.

All of my spigots only use one washer on the outside which seals the smooth flange of the spigot against the smooth exterior of the keg. It's very difficult to get a seal from the inside where beer can seep through the crevasses of the threaded body & nut.

Leakage around the spigot is somewhat common with the Mr. Beer kegs since the mold line goes right through the center of the spigot hole. Sanding the seam smooth in the spigot area (sand on the outside of the keg only, never sand on the inside) usually takes care of it.

Thread the nut on the spigot securely, but not too tightly, i just had to replace a plastic spigot I got from MoreBeer because I was a little too earnest on the tightening step and cracked the threaded section. Also noticed a bit of gunk growing on the threads of the spigot so might want to take that off and clean it between batches.

Fluid will travel along the threads between nut and spigot body so make sure washer is on the outside.

Definitely do this...in fact, take the spigot apart and give it a complete cleaning between batches. There are lots of nooks and crannies for bacteria to hide in in a spigot.
